Small changes or inconsequential ones should be made directly to the wiki. Controvertial changes should be described on a separate page, linked to, and discussed. If there are no objections after a few days, or all those that objected become convinced, then the change can be made. If you find yourself getting into a change fight (you change something, someone else changes it back, you want to change it again) then you should do the same.
If the discussion never comes to a conclusion, and there are strong voices on each side, then it goes on the open issues list and solicit opinions from important vendors.
