- headers: requiring registration of non-"X-" headers?
  (reactivating a sleeping clause in 822)
- mailing lists: Behaviour rules? (The 1123 taxonomy should be
  part of 821/822, so mailing lists and aliases are "in scope")
- general: syntax changes - what tack to take?
  - no changes?
  - only making it stricter?
  - making it looser, with warnings?
  - be liberal (822-compliant) in what you receive, be conservative
    (DRUMS-compliant) in what you send?
- Can we invent a name, or should we call it "Internet Mail"?

I don't think all the bugfixes will be uncontroversial either.
