People are working on drafts, but it may take awhile.  And they will 
need guidance as to how to which issues need to be resolved and (in
some cases) how to resolve them.

One thing I hope to avoid is endless cycles of major revisions
once things have hit the draft stage.  It's easier to bash on 
a single draft than it is to discuss the merits of several different,
loosely defined proposals, but it is also very time consuming to
make major edits to large documents.
