And they will need guidance as to how to which issues need to be resolved and (in some cases) how to resolve them. One thing I hope to avoid is endless cycles of major revisions once things have hit the draft stage. It's easier to bash on a single draft than it is to discuss the merits of several different, loosely defined proposals, but it is also very time consuming to make major edits to large documents. Keith
