    I like this proposal, for one reason -- it removes virtually all
incentive for people to get into the vanity header registration,
and technically allows a vendor to officially register their own
namespace, but they have to generate their own internal incentive
to actually want to do so.


    I'm sold -- let's make the vendor-id portion of this namespace
arbitrary and assigned by the registry authority.  Yes, as a result
virtually no one will use it (except those who *really* want to,
or who actually need to), but that's okay -- we just want to make
sure that we define the rules before there's a chance for abuse.
