Is not the MIME standard for the Content-Type: Message/RFC822 enough
of a standard to write the kind of code I suggest.

But you are quite right that no mail software (to my knowledge) handles
this at present. But this is probably because Message/RFC822 is new
and not yet very much used. If it became used as an alternative
to "Resent-", then the need for facilities to reply to embedded
messages would arise to such extent that one can hope that this
facility will be supported by mail software.
