If "Newsgroups:" is present it can have two different meanings: (1) also posted to that group(s). (2) group to be posted to (i.e. was sent to moderator/gateway). In the second case, it DOES have a To: header. But there's no technical need that a To: header matches the envelope recipient nor that there is actually a To: header. (Is there?) So, in the first case, we could just use a BCC: or CC: header instead of the To: header to disambiguate the two cases, where BCC would not appear in the posted version, while CC would. This way, both the posted and mailed copies are identical (except for the BCC).
