It's an endless nightmare that I can't look at a message and tell for certain whether this message follows 822, or follows 1036. If I happen to know the transport on which the message arrived (821 or 977) then I can tell, since those protocols guarentee their message formats; but often I can't. For example, when I get a message from a disk file; or when a message has been forwarded to me; or when I've gotten the message via an IMAP server; and so on. Currently the Newsgroups header is used in mail messages in the real world, but is used inconsistently.
