It's hard for me to see that new headers involve lesser changes to the code base (especially if UAs are now expected to track mailing list subscriptions), than a few changes to the user interface. As for the users, most of them don't understand how the current Reply functions work and/or are unable to apply them properly. So changes that make things easier for users to get things right are a plus.
