about header-people:
John Klensin disconnected the mailing list from the newsgroup
some time back; the newsgroup was getting too noisy for the mailing list.

Some of these issues (like mandatory message-ID) seem to belong to DRUMS.
Others - I don't know where to kick them.
Perhaps we need a new WG for this....
