The restrictions would mean to forbid quoting in Message-ID, and forbid those characters which need quoting, and to forbid ">" in Message-ID-s. One could of course say that for compatibility reasons with older systems, system should accept incoming Message-ID-s which include quouting, but still require that systems should not produce such Message-ID-s.
