I thought we had agreement to unify the syntaxes of the two.  If we
can get rid of the unquoting/quoting mess, that's the simplest possible
case.  If not, we need to have a section either in the revised 822 
document or the revised SMTP document (I still think it goes in one
of those, rather than in the abstract model document) about how to
do the unquoting/quoting, with examples.  

The less subtlety we have in these specs, the more likely they are
to get implemented correctly.
